"More importantly, even when this transition does take place the natural resources including minerals used as inputs in renewables will be concentrated in countries like China. China produces 63% of the world’s rare earth elements, including 45% of molybdenum as per IEA, so it's unclear what countries must do to expand alternatives while being under pressure to transition quickly."。            受台风“紫檀”“沙德尔”影响,我国多地遭遇强降雨,部分省份河流超警,当地落实各项防御应对措施,确保人民群众生命财产安全。       据中央气象台预报,台风“紫檀”和“沙德尔”可能分别于25日夜间至26日白天、27日夜间至28日上午登陆我国,中央气象台25日10时将此前发布的台风黄色预警,升级为橙色预警。       记者从广西壮族自治区水文中心了解到,受台风“紫檀”影响,24日8时至25日8时,广西有14条河流20个站出现超警0.37米至7.69米的洪水,其中郁江发生2026年第2号洪水。至25日8时,广西仍有郁江及支流青龙江,明江及支流派连河,左江及支流客兰河,平而河等11条河流15个站超警0.36米至7.68米。未来24小时,左江崇左城区河段将出现超警7.6米、超保1.3米左右的洪水,左江扶绥县城河段将涨至87.5米左右;郁江南宁城区河段将涨至75.0米左右。

二 |        福建省气象台25日14时将“暴雨预警”提升为一级,根据有关规定,福建省防指决定25日14时将防汛应急响应提升至二级,并维持防台风四级应急响应。据气象部门预计,25日,福建福州、莆田、泉州大部,平潭综合实验区、宁德、三明和龙岩有大暴雨,局部特大暴雨。24小时累计雨量60至150毫米,局部300毫米;最大小时雨量90毫米。       今年第18号台风“沙德尔”逐渐向我国华东沿海靠近,经会商研判,浙江省防指决定于25日12时将海上防台风应急响应调整为防台风Ⅳ级应急响应。

三 | 预计26日至28日,浙江沿海海面将有12至13级阵风,局部海域风力将达到14至16级。27日至28日,浙江沿海和浙南地区有大雨暴雨,部分大暴雨,温州、台州、丽水东部等地局地有特大暴雨。       河北于25日10时启动重大气象灾害(暴雨)Ⅲ级应急响应。10时河北省决定对石家庄市、张家口市、唐山市、廊坊市、保定市、沧州市、衡水市、雄安新区、定州市、辛集市启动防汛四级应急响应。11时,河北省水利厅和河北省气象局联合发布山洪灾害气象风险预警。

四 |        中央气象台预计,25日14时至26日14时,东海南部的风力有9至12级,阵风13至14级。

五 | 福建西部和东部沿海、江西东部、广东中部及雷州半岛、海南岛西北部等地部分地区有大暴雨,局地有特大暴雨。

六 |        记者从广西宁明县北江乡法奎村现场看到,中国安能集团运用动力舟桥正在搭建水上救援通道,转移下游三个乡镇受困群众;郁江南宁段(邕江)水位持续上涨,河道两岸的旅游码头和亲水步道部分区域已被洪水淹没。

七 |        目前,广西海事局已针对南宁辖区启动内河防汛二级应急响应,南宁海事局对辖区除右江外的通航水域实施全线水上交通管制,管制区域内货运船舶、旅游船舶、渡船全部停航。       浙江各地海事部门依托“海巡+空巡+电子巡航”等监管模式,对港区、桥区、施工作业区、锚地等重点水域开展防台风隐患排查;福建省防指要求,加强本地区、本领域风险研判,及时启动或调整应急响应,周密部署防范措施,抓好重点区域、薄弱区域巡查排查,坚决果断转移危险区域人员;河北省防指要求落实临灾预警“叫应”机制,紧盯山洪沟口、狭窄河道等高风险区域和养老机构、施工工地等重点部位,强化旅游景区、民宿、野游路线和企业防汛安全管理,加强城乡低洼区域、下沉道桥、漫水路等重点部位巡查管控力度,提前落实排涝措施。
