原标题：“保交楼”专项借款或率先落地郑州对95个问题楼盘进行审计部分房企表示“相关楼盘项目资料已经提交”。9月14日，新京报记者获悉，郑州市安置房建设和问题楼盘攻坚化解工作领导小组办公室发布《关于对拟使用保交楼专项借款项目开展全面审计的通知》（简称《通知》）提出，根据国家九部委关于保交楼专项借款使用的相关规定和要求，拟对全市95个项目开展审计工作。虽然目前郑州市住建局并未公开发布上述文件，但是，多名郑州房企内部人士向记者证实了文件的真实性，部分房企表示“相关楼盘项目资料已经提交”。

二 | 郑州95个项目“入围”据《通知》内容显示，此次郑州申请专项借款的楼盘多达95个，分布于市内五区以及各开发区、区县（市）。

三 | 其中，中原区6个，二七区10个，金水区8个，管城区8个，惠济区2个；经开区2个，高新区4个，郑东新区5个，航空港区3个，上街区5个，登封市7个，荥阳市10个，新郑市9个，巩义市3个，新密市5个，中牟县8个。新京报记者注意到，这些项目涉及多家房企，包括郑州本土房企建业地产、正商地产、康桥地产等，也包括外来房企绿地集团、融创中国、富力地产等。郑州某头部房企内部人士向新京报记者表示：“目前，已经呈报了相关楼盘的资料，接下来就需要看审计的进度，然后会通知确定入选的名单。” 郑州业内人士也向记者表示：“此次的专项借款和纾困基金不一样。专项借款是九部委层面推动的，需要向上申报，而纾困基金是以基金的方式运作的。两者的纾困渠道不一样，并且审核条件也不同，纾困基金的申报条件比较严格，而从专项借款的申报来看，目前申报的项目比较多，分布的地区比较广，涵盖面也比较大。” 此外，记者注意到，此次申请专项借款的楼盘包括了此前备受关注的郑州金水区的名门翠园项目，以及中原区的啟福城等。此前，据房地产研究机构克而瑞统计，郑州约有106个问题楼盘。

五 | 同时，记者于9月7日获悉，郑州市下发的《大干30天，确保全市停工楼盘全面复工”保交楼”专项行动实施方案的通知》要求，10月6日前，郑州要实现全市所有停工问题楼盘项目全面持续实质性复工。同时，在“保交楼”方面，郑州还开展了五个专项行动，包括公安系统“保交楼”专项行动、法院系统“保交楼”专项行动、银行系统及金融机构“保交楼”专项行动、企业瘦身自救“保交楼”专项行动、县市区大干30天专项行动，通过五个专项行动力保问题楼盘的全部复工。“保交楼”专项借款加速落地就在今日（9月14日），在“中国这十年”系列主题新闻发布会上，住房和城乡建设部新闻发言人、住房改革与发展司司长王胜军在答记者问时表示：“关于保交楼，上个月我们会同财政部、人民银行等有关部门出台了专门措施，以政策性银行专项借款的方式，支持有需要的城市推进已售逾期难交付的住宅项目建设交付，目前专项工作正在紧张有序地进行当中。” 8月31日召开的国务院常务会议也指出，地方要“一城一策”用好政策工具箱，灵活运用阶段性信贷政策和保交楼专项借款。此前的8月19日，据新华社报道，住房和城乡建设部、财政部、人民银行等有关部门近日出台措施，完善政策工具箱，通过政策性银行专项借款方式支持已售逾期难交付住宅项目建设交付。
